Introduction

The success of the Digital Economy will, among other things, depend on a critical factors being the efficient deployment of broadband networks and an appropriate structure for the telecoms sector.

In this sector, there is still an inefficient structure: there is no real wholesale market, the layers envisaged by the Telecom Business Act, while clear in the legislation, have not developed in ways in which they could and should and the SOEs tend to be used as instruments of policy rather than as effective and efficient competitive players.

The policy flag could be planted on the industry as a whole and not on SOEs just because they are state owned. The SOEs have not evolved and have not contributed to the development of the sector in ways in which it could.

Main presentation as scene setter:  the evolution of the industry, of the SOE and how SOEs can play a contributive role; an appropriate industry structure to support the aims and aspirations of a Digital Economy and to ensure that the sector contributes more positively to its user groups (citizens, business, government) and the wider economy which it serves. Models for broadband; interoperability and the competition framework.  JFCCT/EABC ICT is pleased to have the opportunity to present a perspective and engage in dialogue on these important issues.
